Gender Equality in African Regional Institutions mission two report to the Nile Basin Initiative.


An inaugural GEARI Mission One to the NBI took place in September 2007, when a Gender Working Group was formed of 12 NBI staff, drawn from the several entities of the Nile Basin Initiative. For three days, NBI/ GWG staff worked with GEARI consultants on the conceptual aspects concerning gender mainstreaming at NBI.

The thrid mission was designed to cover off immediate priorities facing the Gender Working Group. This included the development of Terms of Reference for an upcoming Gender policy to be developed at NBI targeted for October 2009 in order to have it approved by the TAC which meets in late October. It also was to review the draft Plan of Action, created in 2008 and make it simpler and more relevant to the current needs at NBI, This allowed for a reduction in its size and content as many of the aspects in the 2008 Action Plan would now be incorporated into the Gender Policy being prepared. The business meeting ended with those two important outputs and a revised Action Plan that is wholly owned by NBI.

Over a half million dollars had been allocated to gender activities from CBSI funds up until December 2009.This allowed for a number of events. A Gender Policy was agreed to in the ISP process and Terms of Reference (TORs) were drawn up for the development of this draft policy. A series of organized regional and national meetings were held to provide feedback by staff. An inception mission for this gender policy is set for end of February, and a draft is expected in early 2010. The Gender Working Group (GWG) continued to meet and they and the other regional entity staff (drawn from both ENTRO and NELSAP) met with regional gender consultant Dr. May Sengendo and attended gender training in Nairobi in October 2009 to further identify needs.
Gender Assessment of the Nile Basin Initiative NBI


This report describes and analyzes the gender assessment that was undertaken as the first phase under the project. The overall aim of the gender assessment was to document baseline data regarding gender equality and women’s empowerment within NBI. The assessment process was highly participatory and has been designed to ensure ownership by NBI stakeholders, particularly staff members, by facilitating participation in the development of the Gender Equality Action Plan for NBI.
